They are ASIO's spy sattelites!
That figures - AISIO would be the only intelligence service in the world to use ground level spy sattelites....that'l keep em guessing!

This was a scene in the filming of BALIBO, by Arena production. The first feature film to be shot in Timor-Leste independent. Google it if you like. Awesome!!!
